What could the mortgage rule changes mean for Chislehurst?

A mortgage decision can determine whether someone is able to buy the right home, remain in an existing one or proceed with a planned sale. In a varied market such as Chislehurst, rigid criteria can have very different effects across flats, family houses and later life moves.

Proposals from the FCA may give lenders more discretion where income, credit history or repayment structure needs individual consideration. Strong consumer safeguards would still remain.

Integra Estates has created this dedicated Chislehurst guide so that local buyers and sellers can understand the opportunity, the limits and the practical action worth taking now.

In summary

  • The FCA wants to test whether responsible lending can reflect modern income and later life needs more effectively.

  • The possible local impact reaches buyers, owners and sellers across BR7.

  • A lender would still require reliable evidence and sustainable repayments.

  • Property specific checks such as valuation, lease and construction would remain.

What could change in responsible lending?

The Financial Conduct Authority sets the conduct rules followed by mortgage lenders and brokers. On 9 June 2026 it published consultation paper CP26/18 as part of its Mortgage Rule Review. The consultation remains open until 28 July 2026, which means the proposals are not yet final.

The review asks whether lenders should have more room to assess applicants whose circumstances do not fit a conventional monthly salary. It covers variable and irregular income, including self employed earnings, freelance work and income received in a foreign currency. It also considers how lenders approach applicants with credit problems, retirement interest only mortgages, and interest only or part repayment borrowing.

The intention is not to remove responsible lending. A lender would still need to judge whether repayments are affordable and sustainable, consider the applicant's commitments and apply its own risk policy. The possible change is greater discretion to understand the full circumstances rather than relying as heavily on a narrow set of standard assumptions.

The official consultation can be read on the FCA website. The consultation closes on 28 July 2026. After considering the responses, the FCA expects to publish its policy statement in the second half of 2026.

The Chislehurst property context

The housing mix includes period cottages, substantial detached and semi detached homes, bungalows, apartments and individual properties that may require more considered valuation. That variety creates different financial journeys within the same local search.

Chislehurst has a distinctive village led market, with leafy roads, conservation settings and separate neighbourhoods around Chislehurst station, Royal Parade and the High Street. Rail connections and access to open space support a family and later life market, while local buyers frequently move within the area rather than leaving it. A buyer targeting Chislehurst High Street may have a different deposit, service charge and lender choice from someone purchasing near Chislehurst station. That is one reason a tailored assessment can be useful, provided it remains rigorous.

Our latest Chislehurst market update gives the wider property context. The FCA review may influence access, but local value, condition, tenure and demand will continue to shape each transaction.

The possible impact on a first purchase in Chislehurst

Some Chislehurst first time buyers are choosing between an apartment closer to Chislehurst High Street and more space towards Chislehurst station. A lender that can examine income more intelligently may give them a clearer picture of those choices.

However, borrowing capacity is not the same as comfort. An applicant should test the payment against normal household costs and a less favourable future rate. Where the property is leasehold, annual charges need to be included from the beginning.

The seller's position in Chislehurst

Because many BR7 homes are individual rather than standardised, sellers should value certainty and lender suitability alongside price, particularly where a valuation needs strong comparable evidence. This is particularly important when two buyers present similar figures but very different evidence.

A Mortgage in Principle is useful, but it is not a formal mortgage offer and it is normally produced before full underwriting and valuation. Sellers around Royal Parade should therefore consider deposit, chain, lender fit and legal preparation as part of one risk assessment.

Greater access may support demand. It should not encourage a seller to ignore warning signs.

The position for business owners, contractors and freelancers

The review could matter in Chislehurst where an application involves company director income, retained profits, part interest only borrowing or a retirement interest only mortgage. That does not mean future income can be assumed. A lender would still expect a reliable track record and documents that reconcile clearly.

For applicants working on projects or contracts, gaps, renewal history and industry experience may all provide context. For business owners, cash retained within a company may require specialist consideration. A regulated adviser can identify lenders whose existing policy is already suited to the case, rather than waiting for the consultation to produce a future change.

How this could work in practice

The variable income buyer

A purchaser looking around Chislehurst High Street earns through a mixture of base pay and commission. The proposals could allow more of the sustainable pattern to be considered, but the lender may still average income or use only part of it.

The later life homeowner

An owner close to Royal Parade wants to remain locally but needs to reorganise an existing mortgage. A retirement interest only product may become easier to access if the FCA changes its guidance, although suitability and long term cost require advice.

The chain dependent seller

A family selling near Chislehurst station accepts an offer from buyers who also need to sell. Mortgage reform may help those buyers, but it does not remove chain risk. Every linked sale still needs realistic pricing and prompt legal work.

What could this mean for older homeowners and interest only borrowers?

The review also considers retirement interest only mortgages and greater flexibility for interest only or part repayment borrowing. This may be relevant to an older Chislehurst owner who wishes to remain near Chislehurst High Street, repay an existing loan or release part of the equity held in the home.

These products can affect inheritance, future housing choices and exposure to interest costs. A clear repayment event or capital strategy is essential. They require regulated advice and should be compared with alternatives such as downsizing, a conventional repayment mortgage or taking no action.

Does greater flexibility mean easier borrowing?

The word easier needs care. The proposals could make it easier to be considered properly. They would not necessarily make it easier to borrow a larger amount or obtain a lower rate.

Each lender would still set product criteria and assess risk. The result may be more routes for some Chislehurst households, but there will still be cases where reducing the budget, increasing the deposit or waiting is the sounder decision.

What should buyers in Chislehurst do now?

A strong application begins before the first viewing:

1. Review income over a sensible period rather than relying on the strongest recent month.

2. Create a clear explanation for any unusual credit event or change in employment structure.

3. Confirm whether the intended property is freehold or leasehold and obtain realistic annual cost information.

4. Discuss interest only or later life options only with a suitably authorised adviser who can assess suitability.

5. Ask Integra Estates for honest local guidance on value and offer strength before committing in Chislehurst.

What good reform should achieve

These proposals are encouraging because they acknowledge that working and retirement patterns have changed. Their success will depend on whether lenders can apply flexibility consistently, transparently and responsibly.

Locally, we would welcome more credible buyers being able to compete for the right homes in Chislehurst. We would not welcome a return to borrowing that ignores long term affordability.

Frequently asked questions

Could company directors have more mortgage options in Chislehurst?

It may allow some lenders to take a broader view of sustainable earnings. The assessment could consider the pattern, source and continuity of income rather than only one recent figure. Accounts, tax calculations, payslips, contracts and bank statements should tell a consistent story before an offer is made in Chislehurst.

What could the review mean for retirement interest only borrowing in BR7?

The review includes retirement interest only affordability and could create more options for some older homeowners. That does not make borrowing suitable in every case. Long term interest cost, future housing needs, inheritance and alternative choices should all be discussed with a regulated adviser.

Why can lender valuation be important for an individual Chislehurst home?

Lenders normally rely on a valuation to confirm that the property provides suitable security for the proposed loan. Distinctive or less frequently sold homes in Chislehurst may require careful comparable evidence. Flexible income assessment cannot compensate for a valuation below the agreed price.
