What is the FCA proposing?

The Financial Conduct Authority sets the conduct rules followed by mortgage lenders and brokers. On 9 June 2026 it published consultation paper CP26/18 as part of its Mortgage Rule Review. The consultation remains open until 28 July 2026, which means the proposals are not yet final.

The review asks whether lenders should have more room to assess applicants whose circumstances do not fit a conventional monthly salary. It covers variable and irregular income, including self employed earnings, freelance work and income received in a foreign currency. It also considers how lenders approach applicants with credit problems, retirement interest only mortgages, and interest only or part repayment borrowing.

The intention is not to remove responsible lending. A lender would still need to judge whether repayments are affordable and sustainable, consider the applicant's commitments and apply its own risk policy. The possible change is greater discretion to understand the full circumstances rather than relying as heavily on a narrow set of standard assumptions.

The official consultation can be read on the FCA website. The consultation closes on 28 July 2026. After considering the responses, the FCA expects to publish its policy statement in the second half of 2026.
